Beat cream cheese until smooth using a mixer.
Add peppermint extract and half of the powdered sugar, beat to combine.
Add remaining powdered sugar, beat until well mixed.
If mixture is dry, add half a teaspoon of water gradually, mixing until it holds together.
Shape mixture into 1/2" balls by hand and place on parchment-lined tray.
Flatten balls with a fork, then chill until ready to serve. Store in fridge for up to two weeks or freeze for up to two months in an airtight container.
